President Muhammadu Buhari, the representative of the Queen of England, Queen Elizabeth II and Vice President, Prof. Yemi Osinbajo, are some of the dignitaries expected on December 7, at the installation and presentation of staff of office to the new Ooni of Ife, Oba Enitan Babatunde Ogunwusi, Ojaja II.
Other prominent traditional rulers expected at the ceremony are the Sultan of Sokoto, Alhaji Sa’ad Abubakar III, the Emir of Kano, Muhammadu Sanusi II, the Shehu of Borno, Alake of Egbaland and Awujale of Ijebuland, among others.
Also to attend are the 36 governors, members of the Federal Executive Council FEC , diplomats and captains of industries.
Briefing newsmen in Ile-Ife, yesterday, on the activities lined up for the coronation, the chairman, media sub- committee of the installation planning committee, Comrade Biyi Odunlade, said the two-week activities for the installation of Oba Ogunwusi would be rounded off on Sunday, December 13, 2015 with an inter-denomination service in Ile-Ife.
Odunlade said President Buhari and other dignitaries are billed to attend the December 7 installation of Oba Ogunwusi, adding that many heads of missions in Nigeria have also signified their intention to attend.
Unveiling his programmes for the town, Oba Ogunwusi, according to report, has promised to work towards fostering unity among the Yoruba race.
Oba Ogunwusi, whose speech was read by his elder brother, Prince Adegboyega Ogunwusi, at the media parley, said he intended to empower youths in the town through sports and vocational training.
The royal father, who said efforts are already on to improve amenities like power and water supply in Ile-Ife, promised to build on existing peace in Ife and its adjoining communities.
The monarch said he would relocate his furniture factory, EH Furnitures to Ife and ensure that indigenes of the town are employed at the establishment.
Oba Ogunwusi added he had already opened discussion with Osun State Government to set up a football academy and have 16 clubs in Ife which he said would provide jobs for over 1,000 youths in the town.

APC Picks Bello As Faleke Heads To Court Insists He Is Governor-Elect
The All Progressives Congress (APC) has confirmed Yahaya Bello as its candidate for the December 5 supplementary election in Kogi state, with James Faleke, running mate to the late Abubakar Audu, vowing to challenge the decision.
The party announced the choice of Bello at a meeting which held at its headquarters on Monday.
Bello came second in the August 28 primary, which produced Audu as candidate for the substantive election.
The Independent National Electoral Commission (INEC) had declared the November election as inconclusive because the margin between the two leading contenders in the poll was less than the number of cancelled votes.
While 49,953 votes were voided in the election, the margin between Abubakar Audu of the All Progressives Congress (APC), who was leading, and Idris Wada, the incumbent governor and candidate of the Peoples Democratic party (PDP), was 41,353.
Audu secured 240,867 votes, while Idris polled 199,514 votes.
Subsequently, INEC said it would conduct a supplementary election and asked APC to replace Audu, a decision which Faleke opposed, asking that he be declared as governor-elect.
Earlier on Monday, Faleke picked Mohammed, Audu’s son as his running mate, saying he was doing it in line with the decision of the party.
However, when the party announced that it had adopted Bello, the deputy governorship candidate in the substantive election, vowed to challenge the decision in court.
“We are going to challenge the decision of the party in court… The party took the decision and just invited us,” he said.
“I want to make it very clear that Alhaji Yahaya Bello did not take part in all our campaign process and we are only contesting election in 91 polling units out 2, 548 there about polling units and we have made it very clear that if they go ahead to conduct election because I have pulled out that election would be challenged in the court of law, it will be null and void.
“We won’t be addressing you today if the party out of honour and the path of honour we championed there is for the party to go to court and challenge INEC and Mr Chairman told us directly right away without considering it twice that the party will not go to court and since the party is not going to court we have taken it upon ourselves as our right to defend ourselves in court and we are challenging the decision.”
Meanwhile, INEC has confirmed receiving the request of the APC to replace Audu’s name with that of Bello.
Nick Dazang, INEC deputy director of publicity, disclosed this in an interview with NAN in Abuja.
“They have sent the name of their replacement candidate, the second runner-up in their primaries, that is Yahaya Bello, to the commission,” he said.

Fury Ends Klitschko's Unbeaten Record To Become New Heavyweight Champion
The United Kingdom have another sporting hero in the appropriately named Tyson Fury, who on Saturday beat Wladimir Klitschko, who last tasted defeat in April 2004.
The three judges scored it 115-112, 115-112 and 116-112, a unanimous decision for the 28-year-old.
Fury now holds the WBO, IBF, WBU and IBO world boxing titles even though the fight was less a spectacle than many expected.
After he was declared the winner, Fury gave thanks to Jesus Christ while Klitschko, who was cut under his left eye, said the Englishman had proven elusive throughout the 12 rounds despite his big size.
Fury came into the match weighing 112kg to Klitschko’s 111.5kg, but with a massive six inches’ reach.
Klitschko was lethargic from the first round with Fury landing infrequently but the Briton easily kept the multiple Ukrainian champions at bay.

Secretary To The Government Counters El-Rufai's Claim Jonathan Spent N64bn On Independence Anniversaries
Contrary to recent claims by the Kaduna State governor, Nasir
El-Rufai, that former President Goodluck Jonathan's administration
spent billions on Nigeria's independence anniversary celebrations
between 2011 and 2014, the Office of the Secretary to the Government
of the Federation has confirmed that the governor lied.
Following the decision by President Muhummadu Buhari to approve only
N70 million for the 55th Independence anniversary celebrations on
October 1, 2015, Mr. El-Rufai had sparked a controversy with his claim
that the immediate past administration wasted N64 billion on the same
event in five years.
The governor had given a breakdown of the purported outrageous
expenditures on his Facebook page as follows: N13 billion spent in
2011; N15 billion in 2012; N14 billion in 2013, and N22 billion in
2014.
Associates of the former president, including the immediate past
Minister of National Planning, Abubakar Suleiman, had kicked at Mr.
El-Rufai's claims, dismissing them as "blatant tissues of lies" to
discredit the administration.
Mr. Suleiman stated in a strongly worded rejoinder that the total
expenditure by Mr. Jonathan on independence anniversary celebrations
between 2012 and 2014 never exceeded N333 million.
"The Goodluck Jonathan administration only spent N332.6 million on
three independence anniversaries (2012-2014) and not the billions of
Naira alleged by the Kaduna State Governor, Nasir El-Rufai," an
ex-minister had declared.
"For the record, a breakdown of our spending for this event between
2012 and 2104 goes thus: 2012 (N107.6 million); 2013 (N45 million) and
2014 (N180 million)," he said.
The former minister did not however provide the figures for the 2010
and 2011 expenditures. He said the figures, whenever they were made
available by government, would most likely fall within the bracket as
others, except the 2010 anniversary, which was the golden celebrations
marking the country's 50 year of independence.
He however, defended the increment in the 2013 anniversary spending of
N174.8 million, which he said also covered the budget for the National
Honours Award Investiture incorporated into the year's celebration.
Although the award investiture could not hold in 2013, Mr. Suleiman
said the approved budget was rolled over and utilized to organise the
event the following year.
No official confirmation validated or disputed the claims and
counter-claims by Mr. El-Rufai and the Jonathan administration's
loyalists until now.
In response to a Freedom of Information (FOI) request by BudgIT
Nigeria on the raging controversy, the Office of the Secretary to the
Government of the Federation confirmed that indeed the Kaduna State
governor lied.
In a response to the October 2, 2015 request by the Lagos-based online
accountability and public finance platform, the Office of the SGF said
governments (past and present) spent a total of N2.24 billion on the
Independence Day Celebration/Centenary Actual Expenditure from
2010-2015.
The director (Finance & Accounts) in the Permanent Secretary's Office,
Mohammed Garba, said N1.7 billion was spent on the country's Golden
Jubilee celebrations in 2010, while no money was released for the
celebration in 2011.
Similarly, about N107.6 million was spent in 2012; N45 million for
2013 and N180 million for 2014.
The figure also included the N70 million spent by the Buhari
administration for the celebration last October.
Mr. Garba, however, explained that although former President Jonathan
had given approval for N223.8 million for the 2013 celebrations, only
N45 million was actually released to the OSGF.
He said about N138.14 million was also released by government for the
Centenary honours awards.

Akwa Ibom Leaders Reject Plans To Build Nuclear Plant In The State
Akwa Ibom State leaders have once again rejected a federal government
proposal to build a nuclear plant in the state.
Nigeria, Africa's biggest economy, remains plagued by perennial
shortage of electricity.
Two proposed nuclear plants, conceived by the former Goodluck Jonathan
administration, will generate over 1,200megawatts, the chairman,
Nigeria Atomic Energy Commission, Erapamo Osaisai, said.
The proposed sites for the nuclear plants are Akwa Ibom State and Kogi State.
"Our nuclear power plants are huge machines. And what we are planning
is, each of the power plants will be generating power in excess of
1,200 megawatts," Mr. Osaisai told journalists recently at State
House, Abuja, where he went to submit a report of the International
Atomic Energy Agency on the development of nuclear power in Nigeria to
Vice President Yemi Osinbajo.
"We are a member of the IAEA and our responsibility as a country is to
utilise nuclear power in the safest way possible.

commissioner for commerce and industry in Akwa Ibom State, Emmanuel
Enoidem, who represented Governor Udom Emmanuel at the event.

leakage from a simple water treatment plant, how can they handle the
safety needs in a complex nuclear plant?" Mr. Okon said, with apparent
reference to the July 2015 Chlorine cylinder explosion from a water
treatment plant that killed eight people and left 100 others
hospitalized in Jos, Plateau State.
"The Chernobyl disaster of 1986 should be a lesson for us. Decades
after that incident, thousands of people were still dying of cancer
across Russia and the entire Europe because of radioactive gas.
"If the developed countries of the world could get struck with
terrible nuclear disasters, even with their advanced technology, their
high maintenance culture and safety consciousness, it is only better
for us to imagine what would have happened in Nigeria if we had been
using nuclear energy in this country," Mr. Okon said.
In July, some citizens of the state, including a former military
governor of the state, Idongesit Nkanga, two former senators from the
state, Anietie Okon and Effiong Bob, and a former minister, Nduese
Essien, jointly addressed a press conference in Uyo, the capital of
Akwa Ibom State, where they advised the federal government against
building a nuclear plant in the state.

Nigeria, Africa's biggest economy, remains plagued by perennial
shortage of electricity.
Two proposed nuclear plants, conceived by the former Goodluck Jonathan
administration, will generate over 1,200megawatts, the chairman,
Nigeria Atomic Energy Commission, Erapamo Osaisai, said.
The proposed sites for the nuclear plants are Akwa Ibom State and Kogi State.
"Our nuclear power plants are huge machines. And what we are planning
is, each of the power plants will be generating power in excess of
1,200 megawatts," Mr. Osaisai told journalists recently at State
House, Abuja, where he went to submit a report of the International
Atomic Energy Agency on the development of nuclear power in Nigeria to
Vice President Yemi Osinbajo.
"We are a member of the IAEA and our responsibility as a country is to

Court Of Appeal Sacks David Mark
The Court of Appeal, Makurdi Division, has annulled the election of
the immediate past Senate President, Senator David Mark.
The Court also ordered the Independent National Electoral Commission,
INEC, to conduct fresh elections in the Benue South senatorial
district within 90 days.
Mark's victory at the March 28th., 2015 National Assembly elections,
was challenged by Daniel Onjeh of the All Progressives Congress, APC,
who petitioned the Benue state Legislative Houses elections tribunal
asking for the cancellation of the election and an order detailing
INEC to conduct fresh election in the district.
The Justice Mosunmola Dipeolu led trial panel had on October 7th.,
2015 dismissed Onjeh's petition on the ground that evidences tendered
before the tribunal were documentary hearsay evidences.
However, in a unanimous judgement read by Justice Peter Ige, the
appellate court dismissed the judgement of the tribunal and upheld the
plea of the appellant that Mark's election failed substantially to
meet with the provisions of paragraphs 39 and 40 of the INEC approved
electoral guidelines and sections 73 and 74 of the Electoral Act 2010
as amended.
The panel of jurists also questioned the failure of the trial court to
admit evidences tendered by the appellant to canvass his case and in
another instance refer to the same evidence to arrive at its decision.
Justice Ige thus held that, "the lower tribunal cannot be seen to blow
hot and cold at the same time. The appellant has established his case
on the balance of probability. It is our considered view that the
appellant's appeal is meritorious.
"The appellant showed by oral evidence that collation of results was
still ongoing a day after the declaration of results of the election
in seven local government areas of the district.
"The judgement of Justice Mosunmola Dipeolu led tribunal of October
7th., 2015 dismissing the petition is nullified. Therefore the
election of Senator David Mark is hereby set aside.
"INEC is by this judgement to conduct fresh senatorial election in the
Benue South district within 90 days."

Three Feared Dead,Nine Injured In Attack On Colorado Clinic
A gunman stormed a Planned
Parenthood abortion clinic in Colorado Springs on Friday and opened fire
with a rifle in an attack that left three people dead and nine others
injured, authorities said.
But a city police spokeswoman, Lieutenant Catherine Buckley,
said it took officers a number of hours to establish communication with
the suspect before he gave himself up.
CNN reported that investigators had located the suspect's car, and the vehicle would be searched for explosives.
The FBI and agents from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives were assisting local investigators.
Clinics have reported nearly 7,000 incidents of trespassing, vandalism, arson, death threats, and other forms of violence since then, according to the abortion-rights group.
The
dead included one police officer and two civilians, Colorado Springs
Police Chief Peter Carey told reporters about an hour after the suspect
had been captured.
All nine
surviving victims - five police officers and four civilians - were
listed in good condition at area hospitals, Carney said.
The
suspect first engaged in a gun battle with police but ultimately
surrendered to officers inside the building about five hours after the
start of the violence, which played out under a steady snowfall in
Colorado's second-largest city.
A Reuters photographer at the
scene saw a man in a white T-shirt with his hands cuffed behind his back
being taken out of an armored police vehicle and placed in an unmarked
squad car.
University of Colorado Colorado Springs (UCCS) police officer Garrett Swasey, who was killed during the attack.
Police said they did not expect to confirm the suspect's identity before Saturday, but believed he acted alone.
The
Denver Post and the Colorado Springs Gazette newspapers, each citing an
unidentified law enforcement source, reported Friday night that the
suspect was identified as Robert Lewis Dear. The Post gave his age as
57, but neither paper had further details.
The
slain lawman was identified as Garrett Swasey, 44, a campus police
officer for the University of Colorado at Colorado Springs who joined
city police in responding to the first reports of shots fired,
authorities said.
Police
declined to discuss the gunman's motivations. But the president of the
Rocky Mountains chapter of Planned Parenthood, Vicki Cowart, suggested a
climate of rancor surrounding abortion in the United States sets the
stage for such violence.
"We
share the concerns of many Americans that extremists are creating a
poisonous environment that feeds domestic terrorism in this country,"
she said.
Cowart told CNN separately
that some of the clinic's staff escaped the gunman by following
security protocol and hunkering down in "safe rooms" built into the
facility.
The Colorado Springs clinic has been the target of
repeated protests by anti-abortion activists, and in recent years moved
to new quarters on the city's northwest side - a facility derided as a
"fortress" by critics of Planned Parenthood.
The
national non-profit group, devoted to providing a range of reproductive
health services, including abortions, has come under renewed pressure
in recent months from conservatives in Congress seeking to cut off
federal support for the organization.
CHECKING FOR EXPLOSIVES
Colorado
Springs Mayor John Suthers said authorities were able to help guide the
movements of officers through the building by watching live feeds from
surveillance cameras mounted inside.

"We
did get officers inside the building. They were able to shout to the
suspect and make communication with him and at that point they were able
to get him to surrender and he was taken into custody,” Buckley said.
An
hour earlier, police said progress in securing the building was slowed
by the fact that the gunman brought "some bags" with him into the clinic
and left several items outside, all of which needed to be checked for
possible booby traps or explosives.
After the arrest, Buckley said it would take hours more, and perhaps days, for investigators to fully process the crime scene.CNN reported that investigators had located the suspect's car, and the vehicle would be searched for explosives.

around the building after an emergency call reporting shots fired at

escorted safely into police vehicles from the building, which lies on
the northwest side of Colorado Springs, about 70 miles (112 km) south of

President
Barack Obama was notified of the shooting by his Homeland Security

Relations between the former Cold War antagonists are at
their lowest in recent memory after Turkey shot down a Russian jet near
the Syrian border on Tuesday. Russia has threatened economic
retaliation, a response Erdogan has dismissed as emotional and
indecorous.
The
incident has proved a distraction for the West, which is looking to
build support for the U.S.-led fight against Islamic State in Syria. The
nearly five-year-old Syrian civil war has been complicated by Russian
air strikes in defense of President Bashar al-Assad.
Turkey, which has long sought Assad's ouster, has
extensive trade ties with Moscow, which could come under strain. Erdogan
condemned reports that some Turkish businessmen had been detained for
visa irregularities while attending a trade fair in Russia.
"It is playing with fire to go as far as mistreating our
citizens who have gone to Russia," Erdogan told supporters during a
speech in Bayburt, in northeast Turkey. "We really attach a lot of
importance to our relations with Russia ... We don't want these
relations to suffer harm in any way."
He said he may speak with Russian President Vladimir Putin
at a climate summit in Paris next week. Putin has so far refused to
contact Erdogan because Ankara does not want to apologize for the
downing of the jet, a Putin aide said.
Erdogan has said Turkey deserves the apology because its air space was violated.
Russian Foreign Minister Sergei Lavrov said on Friday
Moscow would suspend its visa-free regime with Turkey as of Jan. 1,
which could affect Turkey's tourism industry.
Turkey's
seaside resorts are among the most popular holiday destinations for
Russians, who make up Turkey's largest number of tourist arrivals after
Germany.
An
association of Russian defense factories, which includes the producers
of Kalashnikov rifles, Armata tanks and Book missile systems, has
recommended its members suspend buying materials from Turkey, according
to a letter seen by Reuters. That could damage contracts worth hundreds
of millions of dollars.
Russia's agriculture ministry has already increased checks on
food and agriculture imports from Turkey, in one of the first public
moves to curb trade.
Turkish government spokesman Numan Kurtulmus said on Friday
Turkey's council of ministers was also discussing which measures to
take, but that he hoped that these would not last long.
"I couldn't imagine that Russia would completely abandon its
relations with Turkey over such an incident," he told a news conference.
"For us it's impossible for Turkey to abandon its relations with Russia
over such an incident."
RULES OF ENGAGEMENT
Erdogan said that Turkey did not go looking to shoot down a
Russian jet but acted after it strayed into Turkish air space. It was,
he said, an "automatic reaction" to standing instructions given to the
military. Moscow insists the jet never left Syrian air space.
Lower house speaker Sergei Naryshkin called the incident
an "intentional murder" of its soldiers, saying Russia had the right to
mount a military response.
The incident has worsened the outlook for the Syrian peace
process, dashing recent optimism following the Group of 20 meeting in
Turkey where U.S. President Barack Obama held an informal meeting with
Putin.
"It certainly did not help," U.N. envoy Staffan de Mistura said.
However, Putin did ask France to draw up a map of where
groups fighting Islamic State militants operate in Syria in order not to
bomb them, France's foreign minister said. Turkey and Russia have also traded blows over Islamic State, with each side accusing the other of being soft on terrorism. Lavrov, Moscow's foreign minister, said on Friday Russia had "more and more questions" about Ankara's commitment to eradicating terrorism.
Erdogan has rejected Russia's accusations that Turkey is
buying oil and gas from Islamic State, calling it "slander" and saying
Turkey only made purchases from known sources. He also accused Russian
companies and Islamic State of selling oil to the Syrian regime.
Separately, warplanes believed to be Russian carried out
several air strikes on a Syrian town near the Turkish border on Friday, a
monitoring group said, one of several reported close to the boundary

He commended the governor for the provision of N20m to buy instructional materials for primary schools in the state.

The Nigerian Navy in Delta on Friday paraded MT Camilee Vessel laden
with about 4,000 metric tons of suspected stolen crude oil.
Eleven crew members apprehended aboard the vessel were also paraded at the Nigeria Navy Ship, Warri naval base, Delta State.
Parading the vessel and the suspects, the Flag Officer Commanding, Central Naval Command, Yenagoa, Apochi Suleiman, said the vessel was apprehended for lack of valid documents, in addition to being in possession of the suspected stolen crude oil.
Mr. Suleiman, a rear admiral, said the vessel and its crew members were intercepted on November 15 by naval personnel on routine patrol along Forcados offshore in Burutu Local Government Area of Delta.
He said the suspects were currently being interrogated, adding that they would be handed over to the appropriate authority as soon as investigation was concluded.
Mr. Suleiman said the arrest was a major breakthrough in the war against oil theft and other criminal activities in the waterways.
He warned those engaged in the illicit deal to desist from it, describing it as economic sabotage.
Also speaking, Raimi Mohammed, a commodore, said the Navy was determined to fight the illegalities in the territorial waters to a standstill with the use of its equipment.
According to the Navy, the captain of the seized vessel admitted to the crime, adding that he had made about three trips conveying crude oil or refined product from Nigeria to Ghana and Cameroon.
“Before my ship was arrested by the navy, it was leaking and we run out of bunker and victuals.
“We also suffer in the hands of pirates while heading for Forcados to receive bunker and victuals from someone who promised to assist us,” Mr. Mohammed said.

NNPC Loses N241bn In 10 Months
A total of
N240.98bn was lost by the Nigerian National Petroleum Corporation
between January and October this year, latest figures from the firm’s
oil and gas report for October 2015 have shown.
The NNPC made a total revenue of N1.71tn and group expenses of N1.95tn during the period under review.
The report
noted that the firm’s loss for the month of October alone was N12.22bn,
down from N46.49bn recorded in September 2015.
Similarly,
in the month of October, the country’s refineries lost a combined sum
of N7.06bn as against N11.38bn lost in the preceding month of September.
The refineries also recorded zero capacity utilisation in the month of October.
The
refineries include Kaduna Refining and Petrochemical Company, Port
Harcourt Refining Company and Warri Refining and Petrochemical Company.
In fact,
the capacity utilisations of two refineries, WRPC and KPRC in September
2015, according to the report, were zero per cent, as both refineries
processed no crude oil in the month of September.
But in October, all of them had zero capacity utilisation.
The Group
Managing Director, NNPC, Dr. Ibe Kachikwu, had stated in September that
non-performing refineries would be shut down at the expiration of the 90
days performance deadline given them by the oil firm.
The GMD had stated that he had a mandate to get the refineries running by December.
Kachikwu
had said, “What I have clearly as a mandate will be that at the end of
December when the 90 days is up, we will sit down and say which one of
the refineries has shown the capacity to consistently perform at levels
that make optimum sense. And those ones we will let to continue. We will
look at management issues and tidy them up, procurement issues and tidy
them up as well. But those that are not, we will have to shut (them)
down and do complete maintenance.”
“I’ve
given a 90-day programme which is working and I’m glad that over the
last few weeks, Port Harcourt for example, has come out of the albatross
and is producing right now at about 67 per cent capacity. Our target is
to grow Port Harcourt to about 70, 75 per cent capacity by the end of
the year. Warri is beginning to signal that there is a likelihood that
they will come on stream.
“If any
refinery produces below 60 per cent, then it is not production. Because
the performing capacities of refineries worldwide are in the 90 per cent
and above categories and that is when you begin to make yields. That is
when it can be said to be a profitable refinery.”

Buhari Appoints 30 New Federal High Court Judges
President
Muhammadu Buhari, has approved the appointment of 30 new judges for the
Federal High Court on the recommendation of the National Judicial
Council.
A
statement by Acting Director, Information, NJC, Mr. Soji Oye, said on
Friday that the new judges would be inaugurated on December 2.
“They will
be sworn in by the Honourable, the Chief Justice of Nigeria and
Chairman of the National Judicial Council, Hon. Justice Mahmud Mohammed,
GCON, on Wednesday, the 2nd day of December, 2015 by 10.00 a.m,” the
statement read in part.
The new
judges include, Chief Registrar of the Federal High Court, Rosemary
Dugbo Oghoghorie (Delta State) and a former chairman of the Lagos branch
of the Nigerian Bar Association, Taiwo Taiwo (Ogun).
Others
are, Yellin Bogoro (Bauchi State), Ibrahim Watila (Borno State),
